Case for Exchange Betting

Delaware 'Sponging' Incident Probed bloodhorse.com

I get why Senators and Congressman want to keep gambling out of the mainstream. However, I also believe horse racing is vastly different. Profits in casino gambling go to a corporate entity which are distributed to share holders (totally basic view). Profits in horse gambling get returned to owners, trainers, vets, jockeys, who in turn invest that money in green space, agriculture, etc. Seems like a much better transition of wealth, but I digress. My main point is that Congress should legalize horse betting, no more beating around the bush. It would be great if they nationalized some processes too. It would benefit us all as cheats are easier to come by and find. You don't think that in this attached case someone would have booked some bets on Maren's Meadow to lose.
